Commissioned by the Defence Procurement Agency and piloted in1999, the Soft Issues Business Evaluation Tool (SIBET) is a particularly valuable means of evaluating PQQ documents and bids for long term and close-working partnership agreements. Now widely used to assist the evaluation of bids by MoD contractors, it is set for adoption by other government departments and available for commercial use. The questions it asks address systems, procedures and business cultures and can be flexibly tailored to suit project size and scale.
